Siminalayi Fubara has approved the promotion of civil servants across all levels in the Rivers State Civil Service.
The approval was conveyed in a circular issued by the Rivers State Civil Service Commission and signed by the Permanent Secretary, James Enebeli.
According to the circular titled “Call for Recommendation for Promotion,” Ministries, Departments and Agencies were directed to forward the names of officers due for promotion between January and July 2026 to the commission for consideration.
The commission stated that the promotion exercise would cover officers on Grade Levels 07 to 15 who qualified within the period under review.
It also clarified that officers who had retired, applied for retirement or were facing disciplinary action should not be recommended for promotion.
The circular further instructed MDAs to include service particulars and scored Annual Performance Evaluation Report forms of officers being recommended.
According to the commission, ministries and departments are required to submit both hard and electronic copies of recommendations using the approved format.
The soft copies are expected to be submitted in Microsoft Excel format through USB flash drives clearly labelled with the names of the ministries.
The Civil Service Commission also directed ministries and extra-ministerial departments to begin internal promotion processes for junior officers immediately.
Permanent secretaries and heads of extra-ministerial departments were instructed to personally sign recommendation letters submitted to the commission.
The commission fixed May 31, 2026, as the deadline for submissions and warned that late entries from defaulting MDAs would not be accepted.
According to the circular, the exercise was approved by Governor Fubara to enable the commission conduct promotion interviews for eligible officers within the January to July 2025/2026 promotion cycle.
The latest development comes shortly after Governor Fubara approved the payment of outstanding promotion arrears owed to civil servants in the state.
The governor had assured workers that his administration would continue to implement policies aimed at improving workers’ welfare in line with reforms introduced at the federal level.
In the education sector, the Rivers State Government recently recruited 1,000 teachers for public schools across the state.
The newly employed teachers have already completed orientation and training programmes ahead of deployment.
The government has also commenced the recruitment of health workers to improve healthcare delivery in public hospitals and health facilities across Rivers State.
