The European Union has released €2.9 billion to Ukraine to support the country’s financial needs and help keep its public administration functioning as it continues to fight Russia.

The European Commission announced the latest disbursement on October 5, 2026, saying the money was released after Ukraine made progress on several reform commitments. The payment includes €800 million being provided for the first time under the Ukraine Facility component of the Ukraine Support Loan.

The funding is part of the EU’s wider financial support programme for Ukraine, which is designed to strengthen the country’s economy, support essential public services and assist its long-term recovery.

European Commission President Ursula von der Leyen said the latest payment would help safeguard Ukraine’s financial stability while supporting investments needed for the country’s future recovery.

Ukraine has been facing growing financial pressure because of the continuing war. Russian attacks have damaged industrial facilities, ports, railways and other infrastructure, while military spending has continued to rise.

According to Reuters, Ukraine faces a significant budget shortfall as the cost of fighting the war increases and tax revenues come under pressure. The country is seeking additional international assistance to maintain essential services and finance its defence needs.

The latest EU payment follows Ukraine’s implementation of reforms covering areas such as the judiciary, financial markets, energy, transport, agriculture, business and the green transition. The European Commission said Ukraine had fulfilled a number of reform steps linked to previous and current instalments.

The EU has also committed to a much larger €90 billion Ukraine Support Loan for 2026 and 2027. Of that amount, €60 billion is intended to strengthen Ukraine’s defence capabilities and defence industry, while €30 billion is earmarked for budget support.

The latest disbursement brings total EU support provided under the Ukraine Plan to more than €32 billion. Since Russia’s full-scale invasion began in 2022, the EU and its member states have provided more than €227 billion in overall support to Ukraine, according to the European Commission.

The financial assistance comes as Ukraine continues to struggle with the economic consequences of the war. Russian attacks have severely affected the country’s industrial and agricultural sectors, while disruptions to ports and transport infrastructure have reduced export activity.

Ukraine’s government says continued international financial assistance is essential to maintaining public services, paying public-sector workers and pensions, and directing domestic resources toward defence.

The latest EU support therefore represents both financial assistance and a sign of continued European backing for Ukraine as the conflict with Russia enters another difficult phase.
