The government of the Democratic Republic of Congo (DRC) and the M23 rebel movement have agreed on a new roadmap for peace talks, raising fresh hopes for an end to the long-running conflict in the eastern part of the country.
The agreement followed five days of negotiations held in Switzerland from August 17 to August 21. Representatives from the DRC government, the M23-led alliance, the United States, Qatar, Togo, Switzerland and the African Union Commission took part in the discussions.
According to a joint statement released after the talks, the two sides developed a roadmap containing sequenced steps and timelines for future negotiations under the Doha Framework Agreement.
The agreement is expected to guide both sides as they continue discussions aimed at achieving a broader and more lasting peace in eastern Congo. The parties also agreed to continue working towards what they described as comprehensive peace and conflict resolution.
Another major outcome of the talks was an agreement on a standardised system for reporting alleged ceasefire violations. The two sides also agreed to establish a mechanism for reviewing progress and addressing problems that could affect the implementation of their commitments.
A ceasefire verification mission is expected to arrive in Minembwe, in South Kivu province, as part of efforts to monitor the situation on the ground. The move is seen as an important test of whether the latest diplomatic progress can translate into improved security for civilians.
Despite the new roadmap, the security situation in eastern DR Congo remains fragile. Fighting has continued in some areas, while disagreements remain over key issues, including the implementation of previous commitments and control of territory.
The conflict involving the M23 has caused a major humanitarian crisis. Thousands of people have been killed, while millions have been displaced from their homes as communities continue to face violence and insecurity.
