Lagos Unveils Cybersecurity Guidelines to Strengthen Digital Safety

Framework aims to protect businesses, public institutions, and residents as Lagos accelerates its transformation into a smart digital hub.

The Lagos State Government has released a comprehensive set of cybersecurity guidelines aimed at improving digital safety for businesses, public institutions, and residents across the state.

The new framework is part of Lagos’ broader vision to become a smart, secure, and globally competitive digital hub. As Africa’s fastest-growing technology ecosystem and home to thousands of enterprises, the state is increasingly exposed to cyber threats that could undermine economic growth and public trust.

According to estimates by the National Information Technology Development Agency (NITDA), Nigeria loses more than $500 million, approximately ₦250 billion, every year to cybercrime. The figures highlight the urgent need for coordinated cybersecurity measures and stronger digital protection across sectors.

Officials say the newly released guidelines provide practical and scalable cybersecurity best practices tailored to small businesses, medium and large enterprises, as well as Ministries, Departments, and Agencies (MDAs). The document is publicly accessible at the Lagos State Government website.

The framework also acknowledges that Lagos’ rapid development into a smart city comes with increased vulnerability to cyber attacks. To address this challenge, the guidelines offer step-by-step recommendations designed to help organisations strengthen their digital defenses while maintaining operational efficiency.

The document aligns with several national regulatory frameworks, including the Cybercrime Act, the Nigeria Data Protection Act, and the National Cybersecurity Policy and Strategy. Authorities emphasised that the guidelines are not mandatory regulations but practical tools meant to empower organisations with context-specific security advice.

In announcing the initiative, the Lagos State Government reaffirmed its commitment to building a secure digital environment capable of supporting innovation, attracting investment, and strengthening public confidence in technology-driven services.

The government also commended the Lagos State Cybersecurity Advisory Council, chaired by Fene Osakwe, for providing strategic leadership and technical expertise in developing the framework.

Special recognition was given to the Honourable Commissioner for Innovation, Science and Technology, Tubosun Alake, whose support and vision were described as instrumental to the successful delivery of the initiative.

Officials noted that the guidelines represent another milestone in Lagos’ digital transformation strategy. They are designed to encourage collaboration between government and the private sector while ensuring organisations of all sizes—from sole proprietorships to multinational corporations—can operate confidently in a secure digital environment.

The Lagos State Government added that the framework will continue to evolve in response to emerging cyber threats and technological advancements, ensuring cybersecurity remains a core pillar of the state’s digital future.
