The Lagos State Government has procured and handed over operational vehicles to enhance the implementation of the World Bank Human Capital Opportunities for Prosperity and Equity (HOPE) Programme across critical sectors in the state.
The initiative is aimed at strengthening service delivery, improving accountability, and supporting ongoing efforts to sustain gains recorded under the programme following recent statewide sensitisation activities.
The vehicles are designated for the programme’s three core pillars—Governance, Primary Health, and Basic Education—with a strong emphasis on monitoring and evaluation to ensure effective implementation.
Speaking at the handover ceremony held at the Secretariat, Alausa, Ikeja, the Commissioner for Economic Planning and Budget, Ope George, said the procurement reflects a deliberate effort to improve programme efficiency and impact.
He explained that logistics support is essential for sustaining development outcomes, particularly in strengthening field supervision, data collection, and performance tracking across implementing agencies.
“The procurement of these operational vehicles is a deliberate step towards deepening the efficiency and reach of the World Bank HOPE Programme,” he said. “Effective monitoring and evaluation are central to sustaining the gains we have recorded so far.”
George, who also serves on the Lagos State HOPE Programme Steering Committee, added that the Ministry’s coordinating role is crucial in ensuring synergy among ministries, departments, and agencies involved in the initiative.
He expressed confidence that the intervention would improve reporting timelines, strengthen oversight mechanisms, and ultimately enhance service delivery outcomes for residents of the state.
He also commended the Governor of Lagos State, Babajide Sanwo-Olu, for his continued support for the programme and broader human capital development efforts.
The Permanent Secretary of the Ministry of Economic Planning and Budget, Olayinka Ojo, formally presented the vehicle keys to beneficiary ministries, departments, and agencies.
Among the recipients was the Primary Health Care Board, represented by its Permanent Secretary, Ibrahim Mustapha, alongside other implementing agencies under the HOPE Programme.
The HOPE Programme remains a key component of Lagos State’s human capital development strategy, aligning with the government’s broader THEMES+ agenda focused on inclusive growth, improved governance, and social development.
