Somalia’s National Communications Authority (NCA) convened telecommunications stakeholders on Monday, February 16, 2026, to review a draft consumer protection regulation designed to strengthen oversight in the country’s expanding telecom sector.
The meeting brought together mobile operators, internet service providers (ISPs), submarine cable companies, and consumer representatives to discuss the regulation’s objectives, guiding principles, and key provisions. Topics included consumer rights, quality-of-service standards, pricing transparency, and contractual obligations.
Mustafa Yasin Sheikh, Director General of the NCA, emphasised that “a fair, transparent and accountable telecommunications environment is essential for building public trust and supporting the country’s digital transformation. Protecting consumer rights is a shared responsibility between the Authority and service providers.”
The draft regulation follows a memorandum of understanding signed earlier in February with Turkey’s Information and Communication Technologies Authority (BTK), aimed at strengthening bilateral cooperation in electronic communications. Somali officials engaged Turkish technical experts to ensure the regulatory framework supports fairness, transparency, and consumer confidence amid the rapid growth of mobile and internet connectivity in the country.
