Egypt has led the adoption of a United Nations resolution on artificial intelligence (AI) technologies in telecommunication development, marking a significant step in strengthening global support for developing countries’ digital transformation.
The resolution was adopted during the World Telecommunication Development Conference 2025, hosted by Azerbaijan, following more than 10 days of negotiations held across 12 formal sessions.
Under the resolution, the Telecommunication Development Sector of the International Telecommunication Union (ITU) will provide technical assistance and capacity-building support in information and communication technologies. The initiative places a strong emphasis on addressing the needs and priorities of developing countries.
Egypt, represented by the Ministry of Communications and Information Technology, submitted the draft resolution and formally presented its objectives, key pillars, and expected impact on the ITU and its member states. The Egyptian delegation also responded to concerns raised by regional groups and individual countries, offering clarifications that helped build consensus ahead of its adoption as a binding recommendation.
Alongside the resolution, Egypt led negotiations to include artificial intelligence as a core topic within the agenda of ITU Study Group 2, which focuses on digital transformation. Egypt is set to chair the study group during the ITU operational plan period from 2026 to 2029.
Officials said the outcome reflects Egypt’s growing regional and international role in shaping AI and digital policy. It also highlights the country’s active engagement within the ITU and its ability to rally support around issues that directly affect developing nations.
The newly adopted resolution positions artificial intelligence as a key enabler of inclusive telecommunication development, while reinforcing Egypt’s standing as a contributor to shaping the future of the global digital economy.
