Togo is set to introduce “administrative conferences” as part of a new phase in local governance, designed to improve coordination and oversight of public policy implementation.
The initiative, led by the Ministry of Territorial Administration, Local Governance and Customary Affairs, will initially be piloted in the Kara region. The project was the central focus of a meeting held in late February in the capital, Lomé.
Administrative conferences will serve as a formal framework for consultation, planning, and monitoring of policy execution at regional and prefectural levels. According to the ministry, the approach is intended to ensure consistency across government sectors, strengthen oversight, and establish systematic reporting from local administrations to the central government.
Minister Hodabalo Awaté said, “They must allow the State to speak with one voice and act in a coordinated manner throughout the territory.” He added that the conferences are expected to act as a tool for preventing administrative breakdowns, serve as an early warning mechanism, and provide a platform for information sharing.
The initiative is part of a broader transformation of Togo’s territorial governance, following the establishment of governorates in most economic regions two years ago, with the exception of the Centrale region. Authorities say the rollout of administrative conferences will gradually extend across all regions of the country.
