In a renewed effort to fortify Nigeria’s aviation security framework, the Nigeria Civil Aviation Authority (NCAA), in collaboration with the International Civil Aviation Organization (ICAO), has launched a five-day national quality control workshop for the Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA).
The technical workshop, which began on Monday, July 21, 2025, at the NCAA Lagos Regional Office, is designed to address findings from the ICAO USAP-CMA audit conducted in March 2024, and strengthen Aviation Security (AVSEC) oversight through globally recognized best practices.
Delivering the opening remarks on behalf of Director-General of Civil Aviation, Capt. Chris Najomo, NCAA Lagos Regional Manager, Barr. Olubukola Aduragbemi Terriba, emphasized that the training aims to enhance quality control mechanisms, close audit gaps, and prepare Nigeria for future ICAO assessments.
“This training is designed to enable stakeholders develop actionable strategies to improve the outcomes of ICAO’s security audit,” Capt. Najomo noted. “It includes strengthening quality control measures, managing AVSEC-related crises more efficiently, and ensuring that all aviation security measures are grounded in comprehensive risk assessment.”
Also speaking at the event, Mr. Ademola Oladele, ICAO’s AVSEC Regional Officer for West and Central Africa, highlighted the importance of ICAO’s technical support and praised Nigeria’s growing aviation profile.
“Nigeria is among the most active aviation hubs on the continent. Strengthening its aviation security capabilities is not just a national priority, but a regional necessity,” he stated.
Participants included key AVSEC stakeholders such as NCAA’s AVSEC Director, Dr. Ben Omogo, representatives from the Federal Airports Authority of Nigeria (FAAN), commercial airline operators, and NCAA technical personnel.
The workshop is expected to improve Nigeria’s compliance with ICAO Annex 17 standards and enhance national readiness for future security audits through risk-based and proactive AVSEC oversight.
