Lagos Launches 2026 Promotion Exercise with New Evaluation for Senior Officers

SEAP introduced to ensure promotions are based on competence and performance

The Lagos State Government has commenced its 2026 promotion exercise for public servants, covering Grade Level 01–05 in the mainstream civil service and Grade Level 01–16 in parastatal organisations.

For the first time, senior officers on Grade Level 12–16 in parastatal organisations are undergoing the newly introduced Structured Evaluation Assessment Programme (SEAP), which includes written examinations and computer-based tests as part of promotion requirements. Officers on Grade Level 01–05 in the mainstream civil service and Grade Level 01–10 in parastatals are participating in the Revised Structured Training Programme (RSTP).

The exercise is designed to ensure that career advancement is anchored on competence, capacity development, and measurable performance. It is taking place at the Public Service Staff Development Centre, Magodo, and the Women Development Centre, Agege, with 388 officers participating in SEAP and 4,870 officers undergoing RSTP.

Afolabi Ayantayo, who monitored the exercise, commended the orderly conduct of participants and seamless coordination at the centres, urging officers to approach the process with dedication and responsibility.

He emphasized that the introduction of SEAP aligns with the government’s focus on building an agile and smart workforce, ensuring that promotions reflect demonstrable knowledge, skills, and competence.

Olubusola Abidakun also expressed satisfaction with the level of preparedness and organisation, reaffirming the ministry’s commitment to reforms aimed at enhancing productivity in the public service.

The promotion exercise, which will run through the week until the end of next week, features training sessions and assessments to prepare officers for higher responsibilities.
