The Federal Ministry of Art, Culture, Tourism and Creative Economy has directed the National Institute for Hospitality and Tourism (NIHOTOUR) to immediately implement the NIHOTOUR Act 2022 and the NIHOTOUR Regulations 2025.
The directive, conveyed in a letter dated February 26, 2028, was signed by the Honourable Minister, Hannatu Musa Musawa, instructing Abisoye Fagade to ensure full compliance in line with powers granted by the Institute’s Establishment Act and subsidiary regulations.
The Minister stressed that regulating personnel and operators within the hospitality, travel, and tourism sectors is essential for enhancing professionalism, service quality, consumer protection, and sustainable industry growth. She noted that the framework sets minimum standards for skills, ethics, safety, and operations, boosting public confidence and aligning the sector with national and international best practices.
Implementation of the Act and Regulations is considered a strategic milestone for strengthening institutional governance, standardizing training and certification, ensuring operational compliance, and fostering investor confidence across the tourism value chain. NIHOTOUR has been mandated to formally communicate the directive to all departments, stakeholders, operators, and practitioners.
The Ministry reaffirmed its commitment to developing a well-regulated, globally competitive hospitality and tourism industry that celebrates Nigeria’s cultural heritage while contributing to sustainable economic growth.
