DRC Launches Program to Support Businesses with New Standardized Invoicing System

Ministry of Finance to distribute 4,000 electronic fiscal devices to promote tax compliance and digital invoicing.

The Ministry of Finance of the Democratic Republic of Congo has launched a program to assist businesses in complying with the country’s new standardized invoicing system, according to a statement issued on February 28, 2026.

The initiative, overseen by the General Directorate of Taxes (DGI), aims to support access to electronic fiscal devices (EFDs), which are now required under the invoicing reform.

Under the new system, all standardized invoices must be issued via secure EFDs that are directly connected to the tax authorities. To facilitate adoption, the government will provide 4,000 EFDs free of charge to eligible businesses on a first-come, first-served basis while supplies last. Businesses receiving the devices will be responsible for activation, training, maintenance, and technical support.

The Ministry urged companies to participate in the modernization and digitization of invoicing practices, stressing that the reform is intended to strengthen tax compliance.

Eligible businesses must be registered for VAT and must not have any permanent or temporary exemption from using EFDs. Applicants may request either one Invoicing Unit (IU) or up to two Invoicing Control Modules (ICM). Businesses must also formally commit to issuing standardized invoices in compliance with the regulations.

Applications must be signed, stamped, and submitted through the Ministry’s online platform, including the company’s legal name, tax identification number (TIN), type of EFD requested, full address of the head office, telephone contact, and email address. Businesses will receive instructions on collecting the devices within five business days.
