The Headquarters Theatre Command of Operation HADIN KAI has initiated an investigation into allegations that troops shot and killed a civilian, Abdulrahman Mustapha, in Maiduguri, Borno State.

The incident, which reportedly occurred on March 22, 2026, at the Polo Axis near the Federal High Court in Maiduguri, has sparked reactions on social media. Posts circulating online described the killing as extrajudicial, claiming the victim was unarmed and returning from a Sallah visit. The allegations also called for an independent probe, accountability, and compensation.

In response, the Theatre Command described the claims as serious and confirmed that appropriate processes have been initiated to establish the facts. However, it noted that preliminary operational indicators suggest the situation may be more complex than initially portrayed.

According to the military, the incident occurred at about 11:40 p.m. Initial findings indicate that troops may have encountered individuals suspected to be part of a reconnaissance unit linked to Boko Haram or ISWAP, raising concerns about possible security threats in the area.

The command stated that the individual allegedly attempted to snatch a soldier’s rifle—an act considered a direct threat to troop safety. It also revealed that multiple identification cards bearing different names, including one from the Niger Republic, were reportedly found on him, suggesting possible cross-border movement or the use of false identities.

Further details indicated that the deceased was allegedly in possession of substances suspected to be cannabis and a bottle of Tutolin syrup. He was also said to have been accompanied by two unidentified women who fled the scene, prompting a manhunt for potential accomplices.

Eyewitness accounts cited by the military suggested that the individual’s behaviour prior to the incident raised suspicion, leading to a distress call to nearby troops.

The command stressed that these findings remain preliminary and subject to verification. It assured the public that the ongoing investigation would thoroughly examine the sequence of events, adherence to rules of engagement, and the actions of all parties involved.

Operation HADIN KAI reaffirmed its commitment to professionalism, accountability, and the protection of human rights, stating that all outcomes of the investigation would be handled in line with military regulations and the law.
