Lagos Sees Early Gains from $500 Million HOPE-GOV Programme in Education and Healthcare

Performance-led funding and stronger systems are reshaping public service delivery in Lagos State.

A quiet transformation is underway in classrooms and primary health centres across Lagos, driven by the Human Capital Opportunities for Prosperity and Equity–Governance (HOPE-GOV) programme, a $500 million initiative led by the Lagos State Government, the World Bank, and First City Monument Bank.

The programme, backed by the Federal Government and operating across all 36 states and the Federal Capital Territory, aims to strengthen the systems behind basic education and primary healthcare in Nigeria. Unlike traditional funding approaches, HOPE-GOV ties resources to verified progress rather than planned allocations.

At a recent public presentation on Lagos’ implementation progress, Governor Babajide Sanwo-Olu highlighted early improvements in education and healthcare, driven by a shift from input-focused spending to performance-led outcomes.

“For us in Lagos, this is about people,” he said. “It is about ensuring that a child has access to the right learning materials, that a mother receives quality care at a primary health centre, and that public resources are managed transparently for all to see.”

The programme emphasizes stronger, less visible systems such as effective procurement processes, funding that follows results, and institutions held to clear standards. Akin Onimole noted that Lagos has shown strong commitment to closing structural gaps in service delivery, ensuring reforms translate into tangible outcomes.

FCMB plays a key role in managing fund flows, reflecting its broader commitment to expanding access and opportunity. “We are working with our partners to open up more opportunities for children and communities,” said Yemisi Edun. “By supporting education and primary healthcare, we are contributing to a system where more people can participate and progress.”

Since 2025, HOPE-GOV has united government and private sector capacity around one goal: improving human capital to make public systems work better. While full results will take time to materialize, early indicators point to stronger systems, deeper accountability, and more consistent service delivery for citizens.
